Yeah, something like 50 yard range would be acceptable

Yeah, the way GTA5 servers handle it is they have a max distance, and then players can set a value locally if they want to yell, speak, or whisper, which increases/decreases their own broadcast radius.
Doesn't have to be that complicated, but that's one implementation.

Nah, Stealth would be perfect. Sneak up on people in PvP zone, whisper scary things to them
