Preferably not but maybe teamspeak/mumble could be integrated some way into a launcher so players wouldn't need to open anything themselves

I know Minecraft has a open source Proximity voice using discord but once again requires a external program

Last I checked Discord doesn't have proximity voice chat, so they must be using some bot that moves people around channels and adjusts user volumes dynamically.

Most modded proximity voice I've seen always requires something else to work instead of pure ingame

Neither am I. I began to get hopeful when I was using the 1.14.0 client because it uses Vivox, which is modern, has a better codec, and might be able to be redirected or used for your own purposes since Vivox has an SDK and you might be able to dissect how/what it's transmitting.
