Well I'm pretty sure intention would be (At least for AC) add voice chat in as blizzlike a form as possible, and then make a module for a proximity version of it

I also would much prefer a proximity based version, I think most people would, but I don't think it'd happen until the blizzlike version does

I think it's technically possible, but I'm not familiar enough with audio to know how to hook it up. Both TeamSpeak and Mumble have open source proximity voice integrations that you could make work with the game if you could simply redirect the voice traffic to one of those servers along with the player map/position data.

feel like a lot of that comes down to: do you want players to have teamspeak/mumble on their device or should the wow server deal with it all

Bonus points if you can get the client to send it's own map/position data directly to the voip server rather than boggin the gameserver down with the traffic.

This isn't necessary if you hijack the client integration.
