they've been in development hell for like a year, and as you can see tier ids broke again lol

Also for anyone wondering, I was able to get the talent menu to open at a level below 10 simply by modifying the Blizzard TalentUI.
It was in file Interface/FrameXML/Constants.lua, and the field that needs changed is "SHOW_TALENT_LEVEL = 10;" to whatever level your talent points begin accumulating at

It shows the talent menu correctly but I don't know if there are any other modifications necessary to be able to do more than that
