skillline defines the skill itself
skillraceclassinfo defines what races/classes can use that skill and with what rules (special rules are defined by the "Flags" column)
skilllineability defines a special mapping between a spell (spell.dbc) and a skillline, and specifies for what races/classes that mapping applies to

yeah just want to affect every race but not to have something off blizzlike in terms like mage with warrior skill or spell etc.
