did you replace the ADT in a MPQ? Is there any other MPQ that could be interfering? (For example if you have the adt in Patch-A.MPQ and Patch-Z.MPQ also has it, it'd show the one in patch-Z.MPQ)

idk then, there's sometimes where if you don't actually erase the grass texture like almost 100% the tool still places groundeffects, it's a bit weird xD, use Sigmur's if it doesnt work

Still weird because the groundeffects should be in different places, not 100% the same I think, like, it's not 100% blizzlike

I've been down this path just recently. Also found that tool causes crashes if a chunk doesn't have all 4 texture slots used which was annoying.
Sigmurs is pretty much the best bet afaik unless someone else knows otherwise.
