i believe the program will attempt to download the listfile if you haven't put one in the directory, and i disabled some code that would download missing texture files. Having the application download it's own listfile is probably better than having people complain that the program doesn't work cause they've forgotten to put a listfile in the folder.

the tool doesn't start if i don't have internet if i have internet it works because i work a lot locally.
