Is the version and spell scaling something easy to find or is it written in some code short form?

I don't understand why Noggit Red isn't finding M2 files that I have placed into the project and put in the right place. The following M2 file is an example of an M2 file which is in the correct place, I've checked it and double checked it but yeah Noggit Red can't find it.
