you can do that thing with the preview with the TRANS_DOOR spell effect (id 50), it's the same one used by the fish feast and cooking one

Look into gmlevels, that would be the place to start seems as you would want to give one or more people the same privileges. I'm not sure if the stuff is hardcoded but gmlevels are like groups for players really.

When I've wrote permissions systems myself I've usually used permission nodes in a format like this "foo.bar.baz" where foo can be a command, bar a subcommand and baz something else to do with both of those or a sub-subcommand then you can add those to groups or users but I haven't done this for a WoW core but I make it so that the permissions nodes can be added to users or groups via a database.

You can edit the gm levels in the table. Just bump everyone up one level and create a new rank1 GM
