Anyways how it works is that the core has some global code to restrict players buffs to be used on players absed on their level
Perhaps that code is applied being applied for rejuvneatino and I don't think that is blizzlike

It should only be pure buffs like power word fortitude afaik, not all spells that apply an aura

this is blizzlike, its the same reason earth shield cant be used on low levels
