are you talking about not being able to cast certain spells on people that are under X level? that's the min level/baselevel part iirc in the spell.dbc

Most existing things i've seen target wotlk for this, but i'd assume cataclysm lua to work very much the same just different offsets. Luzifix wrote an implementation with detours (i'm fairly sure I saw an x64 version of it around recently)
His project is probably the best starting point for this:

some of our testing suggests there might be some issues with compatibility with the wotlk client (x86) and definitely issues with antivirus software with dll injections, so make sure you're prepared to test it or handle the issues that can come from it
