I think this is a half truth, designing a good emulator takes a lot of experience and time.
I suppose it also depends on what you define as "content".

Getting a server that lets you get ingame and walk around is probably about a month's worth of work for your average dev as an example. (If you're allowed to look at packet structures, and how to construct them)

With emulator i ment something like you explained in your second message. A sandbox world with maybe static NPCs without any AI and such things. With content i ment creating and balancing spells and items, NPC AI and related things like their texts, adding all kinds of systems for different types of quests, achievements and so on. Everything that makes the game a game and not a sandbox.

A good example is system dependencies. In order to have NPCs even with no AI, you need some sort of network replication system (Given you don't want to hardcode every single entry), and network replication is a bigger thing, then there is database related systems to handle querying the database and or caching results.
Those systems can be iterated on, but just those two alone require a lot work to work well.
I recall a few years ago, when asked for a time estimation at work, I would consider the context, calculate a time, and then just add 30% to it, and often the time spent it was either within reasonable range or slightly over.
