35 procFlags
36 procChance
37 procCharges
Flags determine what the spell should proc off, chance a % chance of proc and charges how many times it can proc (0 = inifinite).
That being said, this kind of spell is actually at least two spells. first spell is the one that is on the character, has a chance to proc and has an effect "trigger spell" - it triggers the other spell that actually gives player the attack speed boost

Yeah agree, a good example would be critters no? Certain beasts attack them and they don't attack back
