Looks fanmade, it reminds me of Uther's Tomb but it definitely isn't, because that isn't Uther. Looks like a statue of Renault Mograine, which is the Mograine you fight in the pre-mists of pandaria Scarlet Monastery Cathedral.
Retail model though, and the textures in the background seem to be Retail. But again, no such model exists as far as I am aware, it is likely a fan-made remodel of Uther's Tomb
