there was some fix to tc in 2018 relating to the serialization lib if you look at the boost cmake file, so it might not be entirely trivial to solve with that version

to add it manually, you can add the path to the missing lib (full path) in the same place where you copypasted your last message. Easiest way to edit that field is to press the dropdown symbol to the right of it and press the "Edit..." option, allows you to add new lines but no guarantee that it will work or be enough

visual studio is easier to try, but it's possible the version you have is just broken and it won't work regardless
