Assuming its on an NPC, it will not repeat until the creature resets (usually when it evades due to a wipe). So its one per battle, I have never used it for out of combat purposes but it might be possible

Ah, I see. Trying to make an innkeeper broadcast once the player enters the tavern but hoping to put in a cooldown so you can't spam chat by leaving and entering.

If you're not already using it, I heavily recommend the WoWDatabaseEditor https://github.com/BAndysc/WoWDatabaseEditor
You can set a cooldown on the nearby player check, as you can see here
