Some findings:
- moved the areatrigger to *GM Island.* Didn't work.
- moved an areatrigger belonging to the same map as *GM Island* (*Kalimdor*) to the same spot and it _did work_.
- created a new dbc.AreaTrigger entry and created a corresponding db.areatrigger_teleport entry for it then placed it at *GM Island*, it _did not work._
- ensured custom AreaTrigger had a radius above 0
My suspicion is that areatrigger maps are hardcoded, but I'm also using trinitycore and can't confirm if this behavior is the same for, say, AzerothCore

I really doubt the area trigger maps are hard coded in any other way than defines in dbc files and DB

They are not hardcoded. I suspect your map data is not being updated with your changes
