yeah, the dbc code we have should write fine, mostly wondering because the tool will be used by different base locales to begin with

Your locale should be set in your config.wtf
e.g.:
SET locale "enGB"
Also at least in later versions you had language packs where you could then switch the display language of your client around to another locale.
I still have my retail client from tbc times which had enGB installed on top. The client has both locales folders inside the data folder.

To clarify, it was a language pack offered by blizzard that installed it, so having it like that is probably the "correct" way.
