You could smuggle custom text (without having text ID) to the NPC using this packet. So you could make custom gossips completelly without database. However, I am not sure whether there is such packet in master. As I found the core part which handles this but it works only with textID now.

you could try replicating that using smsg_db_reply sending a broadcast_text hash
