if you were to set 50% of on both, system will roll item A, fails, goes onto B, it rolls B, fails, you get nothing

all i remember is that there are 2 separate std::vectors for grouped loot with explicit chance and with 0

anything in 0 can drop based on their individual chances, you can get 0 and all items inside, whereas > 0 only 1 or none can drop

iirc the iteration was based on the order of the entries being stored during loading
