Thats nothing you can tell in general, depends on each case individually. Also we should differ between:
- core/game: Backbone of everything
- c++ scripts (sometimes also called core scripts)
- db
General rule is: DB is limited in actions while C++ scripts are not. If both lack support for whatever is planned or core isnt handling it properly (like in the above case), core has to be adjusted

E.g. if you have to turn in a quest and then a personal summon should be spawned and run away, as its quite common in retail nowadays - that would be possible using smart_scripts

If we have actions depending on talking npcs (conversation) like an npc running around and kneeling at certain texts. Thats something we could do in db in theory. Given retail uses different timestamps for each locale we are limited to use c++ scripts for this atm (conversationai)
