points in sniff are send similiar like points send for pets, he is facing always the vehicle and if you check the point where he delays for some seconds you can notice that Raider Kerr first starts to slowly follow and then starts to run if the vehicle is X yards in distance

keep in mind that follow movement is only updated when new movement happens or every x seconds, given its forced movement via path the update happens usually on the tickrate

if you compare it to player movement even if you rotate ur character a new movement happens, thats not the case for path movement

and this is pretty much an extreme example of that, you can clearly see that the npc is a bit offset of the player occasionally, that is due to movement prediction
