you had a different openssl version installed in C:/Program Files/OpenSSL-Win64 before and installed new version in the same directory without uninstalling old one first and making sure that all old files were gone

Thank you very much. I will try to uninstall all versions and install the latest one again. And return to configuring and compiling the project.
