Packets I know all about. I have done quite some IDA Pro stuff on clients to figure out opcodes. And how they mangeled all the bits.
But I do NOT see packets as the content of the game.

That about the spell queuing, that does not ring a bell to me.

But would the new spell queing mechanism Server side.. break older clients ?

Golden global cool down in tbc, then replace with spell batch processing in wotlk, then in cata u had the spell queuing system introduced and the cancel opcode added

game systems are in general seperate from 'content'. That being said the amount of work you have to put into doing these things for lets say only last client builds of major patches is already huge. Game systems of course include packet work too. And reversing and other similar things. Especially in more modern WoW you can even have bigger packet and system differences between patches in the same expansion.
