Nope, didnt work
dont work with new ID 8388607 its (2^24)/2 - 1
but work perfectly with already existing in client id 5788267 (it was just an icon blp)

I tried one more case on gameobject: with existing but not used fileID 1792761 : it doesnt work too
So it seems like constraint is not "max allowed id", but smth like full allowed mapping placed somewhere
I made a video with that behavior too:
