yes, because npcs have an invis aura applied in creature(\_template\_)addon

They should be visible by default until you reach a certain quest chapter , which is why the spell area remains active all this time.

these npcs have an invisbility aura. these prevent you from seeing them unless you have a detect invis aura on your character. this aura to detect them usually is automatically applied and remains active until you complete a certain quest in the questline so you can no longer see the npcs when you are there because these npcs 'wander' from location to location
