Anyway, disregard what <@429055059754483713> said, the guy's a troll who's spreading misinformation.
The state of master basically is "Whenever Blizzard changes sth to the client, master makes just enough changes for the client to be able to connect.". Which is just about what master is capable, having clients connect.
Everything else, and that includes all spells you need to play a spec, are mostly not implemented, and if they are, the implementation could be from an expansion older than master.
You shouldn't expect master to be playable in any way, shape or form. If you want something you can actually play, go for the 3.3.5 branch. There's also the Cataclysm Preservation project, but that's not an official TC branch.

If you're "lucky" people have sniffed some zones, and they may have some NPCs in them, but other than "being there" the NPCs are mostly non-functional.
