That's not really true. In master, some people are working on some content. Like one spec, or one boss-fight.
The majority of the content development happens on the 3.3.5 branch.
Do not get your hopes up for any reasonable % of content on master, ever.

ignore it, that opcode is for a 10.0 feature that lets you right click the npc to automatically use quest item on it
