I dont think she is phased. If you complete the Quest you dont get a Phase remove and she will not "respawn" if your Quest is complete

I actually had to place the bunnys there in that phase and have the Geolord get a bunny to summon him so he would be in the same phase

once you complete that quest and go to the plains you will no longer see him spawn
