In terms of spawns using sniffs is highly recommended. Aka you use a sniffer (ymir) and capture the packets while playing on retail. With wpp (WowPacketParser) you can parse the sniff and generate spawns and several other things.
In terms of quest implementation, theres not one generic way which works for all quests. Especially modern quests (wod+ expansions) arent that trivial anymore. Any specific quest you want to look into?

I set up the server again and noticed that the starting quest series on the Isle of the Exiles simply doesn't give any new quests after about 5 quests. Thought it would be a good exercise to get into it, to learn how to fix it.
