Inside that tool you can search for your spell 79488 and check the invisibility type (4 in this case) and value (1000)

This spell set invisibility with those parameters, you have to find a spell that can detect invisibility for those parameters

You can search for aura that detect invisibility (SPELL_AURA_MOD_INVISIBILITY_DETECT) with those same values

And in the result list you can see a spell named "Detect Quest Invis 0", so pretty close to the spell that set invisibility, and which is only allowed in Westfall, so everything match.

That mean that if you cast 79489 on yourself you should be able to see NPC with aura 79488, even with GM off
