because depending what's causing the issue, the fix can be done only in DB or only in Core or in Both so first we need to know who's wrong the DB or the Core sending incorrect packets or not sending one at all when it should

quest templates are sniffed no adjustment to templates will happen without a sniff to validate it. if it was working before and all the sudden not working now then the core is what needs to be looked at.
