Packets are sent sequential, that means if a quest reward packet is sent before the related phase shift packet its triggered by it. Inbetween can be various different packets, so your only option there would be comparing timestamps of reward opcode and phaseshift opcode. If phaseshift opcode is offset by a few milliseconds you can still assume its triggered by reward. Offset might be caused by latency/lag
