The use case for this would be for DB2s that are part of a one-to-many relationship. For example in SpellXSpellVisual table, if I create a custom spell with multiple SpellVisuals, and I change my mind and want to remove one of the SpellVisuals. Is that possible without clearing the cache?

you can always clear/invalidate changes/new rows you added through hotfixes through hotfix packets without deleting the cache itself (at least client wise)
