If you want to hotfix item 1000 (this is a random id) you add an entry with id 1000 to itemsparse table in hotfixes db and add ur changes there instead of manipulating the db2 itself
If its a nonexistent item just use some unused

Also make sure to add a row in hotfix_data so that ur hotfix is marked as active
