I looked through a few like DK, DH, Monk but they seem rather sparse compared to what I'm used to from 3.3.5. Are things like Rime-like procs not being consumed on use because the databases haven't been decrypted to understand what value causes that yet?

I think those don't count as content but rather as generic systems, which should be heritable between projects though.
