Okay, I assume that the core changes would be more advanced? Or are there any resources out there that could possibly point me in the right direction? I have made some minor changes to the core here and there by finding stuff online. Like changing Item_Template values to Int32 etc etc. Or would this be a more challenging thing to do?

My problem is again, I have tested multiple avenues of Spell Power, 0 , 10k, 20k and its all the same. No matter what.
