SPELL_EFFECT_WEAPON_PERCENT_DAMAGE deals `weapon_damage * value_from_spell_as_percent`

So if I tacked on a 0 damage SPELL_EFFECT_NORMALIZED_WEAPON_DMG effect it's just do weapon damage and nothing else for that effect?

We've basically got a rotation issue, since my server has Hunters using Focus, and Steady Shot is supposed to be a low-damage Focus generating spell. But it's doing more damage than... basically everything else in the Hunter Rotation.
