Did you set up the ObjectiveIndex data in the points as well?

But, essentially, you need to make sure both databases are correct, either being wrong will cause problems.

Generally I'd suggest copying an existing quest's POI markers based on it having the same objectives (kill stuff, collect items, talk to so-and-so, ect) and modifying the relevant IDs and positions.

I have now entered objectindex4 but as you can see there is no marker on the map and the quest does not appear, so it doesn't work.
