Im not sure if this will blindly work, but enchants seems to come from *SpellItemEnchantment.db2* (at least in Master its called so). The ID of the SpellItemEnchantment that you want to use you can add into your item through *characters.item_instance* in the enchantments column. This is a shortcut from manually adding it from the game.

If you know how to work with hotfixes, you can setup a custom passive spell and setup a custom SpellItemEnchantment to point to this one.

If you wanna add it through a scroll, you gotta backtrack a bit further
