If your NPC is turning into the Dragon visually when "mounted" that's definitely sounding like missing attachment points

Does it work as a player with `modify mount` command?

Syntax: .modify mount #id #speed Display selected player as mounted at #id creature and set speed to #speed value.

No, the npc does not turn into the dragon visually, but the NPC remains as an NPC, but it has the name of the dragon

Those 2 methods are definitely the only way to do this so I can't quite figure out where your issue is. Double check the server has the same dbc's as the client etc but beyond that I don't know.
