Nope, not even something close to a script - this is a hilarious amount of work to do something like that

Do you mean staggered content as in something like automated/timed patch rollouts or simply content locking to some degree? If the latter i have a simple setup on my wotlk server where players have to clear a very long questchain at level 60 where most content needs to be cleared (all the raids have been tuned to what essentially becomes very difficult heroic 5mans) in order to create a portal key to enter the outlands and similar thing from outlands to northrend. Pausing xp on level 60/70 toons can be implemented in a wide variety of ways
