From what I can tell, it basically hijacks the discount calculations to always assume you're exalted.

you'd need to find the actual function handling discounts and and change it to take that spell into account

So, a vendor without a reputation associated with it won't offer a discount, but a vendor with a reputation will offer you Exalted prices, even at neutral.
