You need to farm quest etc to get reputation for storwind , Else u cant but from the npc
. But you Can, 1, create a Mount npc and add Them self , free - Price etc or 2, change reputation in world config

Once I figure out how to add mounts, I'll also give Catharina her own stock of Gilnean steeds, rather than default human ones.

.npc add xxxx 1 should add one to the npc , cant remember rest to get the Mount cost $$ or tokens etc , But do you just want a npc for mounts or do players need the reputation for it ?, Then its reputation you need to look at
