The easiest thing to do is to allow pre-defined playable races in "SharedDefines.h" there is an enum for the races. it has stuff like Goblin, Fel Orc, Ice Troll, etc. On top of that you'll need to edit a bunch of dbc files I would guess and then add the new races to the lua. Then you have to wrap it all up in a patch, I think? Otherwise the client won't take it. Not 100% sure on the process.

and if you want to anything more than the pre-defined, you'll want to go down the road of adding a custom race.
