it's a single 32-bit number where bits:

0-5 is the minutes
6-10 is the hours
11-13 is the day of the week
14-19 is day of the month
20-23 is the month
24-28 is the year
29-30 is the timezone

if i remember it and understood shauren correctly then yes, it's the serverside version of the date values in that dbc
