I have no experience and i can be wrong or something but by quickly looking, i think it has to do with maxlevel set at 100 as default? So only players level 100 and below will show. Do your list show characters level 80+ but below 100?

Yeah seems its hard coded in the source i think. Not sure which files to edit to make 255 appear though. Someone with more experience will have to expand on this.
