The lib https://github.com/wowdev/TACT.Net works fine with SL. And the only thing you have to do is build a program around it

Just complicated as fuck because of all the DB2 files and core files you'd have to edit

If there's anything we know of this game, absolutely anything is possible. I just haven't seen many mods done for sl at all, so would be surprised if there was something as complex as races working already

There are almost no mods because people are plebs and don't want to bother learning SL data.

I am on SL 9.0.2 and have everything I need. You just have to get out of your comfort zone and start building the tools you need yourself.
