After I tried to fix SMSG_PETITION_SHOW_LIST, the client Lua detected that the arena registration UI could indeed be opened, but for some reason, it closed automatically and turned into the guild registration UI.

Because on Chinese server, you can't manually register an arena team - a team is created automatically after you play in arenas.

Looks like Blizzard got a bit lazy with Classic WotLK - instead of bringing back the old arena registration, they just recycled the "auto-team" system from later expansions

if classic has teams that you dont register then its a completely new thing just for classic

I found the arena registration UI in the client. Using ShowUIPanel(ArenaRegistrarFrame) can open the arena registration window.
I'll go check in Dalaran to see if there's an arena registrar NPC.
On the Chinese server, I couldn't find an arena registrar in Gadgetzan.
