I commented out ClosePetitionRegistrar(). As a result, the ARENA_REGISTRAR_CLOSED event is no longer being received. However, the Arena registration UI still changed to Guild registration.

The client UI does indeed exist. It can be opened using ShowUIPanel(ArenaRegistrarFrame);.
